This page describes the construction industry's obligatory reporting of contract information through Procountor and the collection of the main contractor's employee information and its reporting to the Finnish Tax Administration.
At present, Procountor does not include a specific functionality for the collection of contract information and submitting it directly into the Finnish Tax Administration’s system through the Ilmoitin.fi interface.
However, some of the contract-specific invoice information can be collected through Procountor and used in drawing up the report required by the reporting obligation regarding contracts. Users can collect the contract-specific invoice information from Procountor and report them in accordance with the method selected by the user, either directly into the Finnish Tax Administration’s system or another system that supports contract information reporting.
Procountor recommends using dimensions and dimension items in collecting the invoicing information for contracts to be reported.
Gathering reportable information of the construction work from dimensions
Procountor’s dimensions are tools for management accounting that can be used to track different kind of targets and objects. One receipt or accounting entire can be allocated to one or multiple dimensions. For example if the company has a dimension “Construction site” an invoice can be allocated to dimensions item “Construction object x, work 146”. By allocating invoices to dimensions and items all, the reportable information about the construction invoices can be gathered and the report can be drafted in another software.
Dimensions can be added in Management > Accounting info > Dimensions.
Dimensioning purchase receipts into contract projects
Move to Dimensions view by clicking Go to > Dimensions in the receipt. In the view the receipt can be dimensioned according to dimension instructions here.
Using default dimensions
Default dimensions, which are automatically brought to entries and journals, can be set to suppliers and products and by setting the defaults the dimensioning can be atomized.
In order to be able to use default dimensioning the accounting has to be done by row. The setting can be set in the Usage settings > Purchase invoice posting: Post invoices by row by default.
If the defaults for products are not used Procountor will automatically use suppliers default dimensions. More information about dimension defaults can be found here.
Using dimensions in construction reporting
Construction reporting information can be gathered by using Accounting reports in Accounting > Accounting reports. The information that was dimensioned can be gathered and analyzed in the Accounting reports.
Gathering invoiced amounts in the construction project during the reportable period
Use the following search criteria in the Accounting reports to get the information about invoiced amount of the project.
- Accounting report type: General ledger
- Receipt date: put the right dates to the fields
- Ledger account numbers: search all other ledger accounts except accounts payable accounts (default accounts payable account is 2880 in Procountor)
- Dimensions: Choose dimensions which were created for construction reporting
- Items: Choose the items into which all construction invoices were allocated
- Receipt status: Business transactions (If only those invoices that have been approved and are business transaction will be reported). If all the invoices should be shown in the report choose All.
When search criteria has been filled click Search.
The data that was search can be taken into PDF or HTML format after which the information is reported by using an other software.
Gathering information about paid sums of the construction work
The paid sums can be gathered by using the following search criteria in Accounting reports:
- Accounting report type: General ledger
- Receipt date: put the right dates to the fields
- Ledger account numbers: select balance sheet accounts or add some specific accounts that will be looked at
- Dimensions: Choose dimensions which were created for construction reporting
- Items: Choose the items into which all construction invoices were allocated
- Receipt status: select only status Paid.
When search criteria has been filled click Search.
The data that was search can be taken into PDF or HTML format after which the information is reported by using an other software.
Searching for receipts that are Paid elsewhere
The report should be taken separately form receipts that have the status Paid elsewhere if these invoices should be reported too. Use the search criteria that was used in Paid status search but change the status to Paid elsewhere.
In the end the reported file should have two different reports and the information should be reported from an other program.
Gathering information about the prepayments of the construction work
The prepayments can be gathered by using the following search criteria in Accounting reports:
- Accounting report type: General ledger
- Receipt date: put the right dates to the fields
- Ledger account numbers: select all other accounts except account receivable accounts
- Dimensions: Choose dimensions which were created for construction reporting
- Items: Choose the items into which all construction invoices were allocated
- Receipt status:
- Business transactions (If only those invoices that have been approved and are business transaction will be reported). If all the invoices should be shown in the report choose All.
When search criteria has been filled click Search.
The data that was search can be taken into PDF or HTML format after which the information is reported by using an other software.
Reporting construction information
Procountor does not support construction reporting and the reporting should be done by using an other software or by using tax authority's website.

Project supervisor's duty to report information on people working at a shared construction site
It is necessary to report the employees that have been working at a construction site. Procountor does not support construction reporting however some of the employee information might be gathered by using Procountor's reports. The information gathered should be then reported to the Tax authorities by using other software.
Employee specific information can be gathered from Employee register and Person register.
The following information can be gathered from Employee register and bank account number can be gathered from Person register.
- Name
- ID
- Salary channel
- Salary type
- Tax card
- Tax card date
- Pension Act agreement
- Employment start date
- Age class
- Form of employment
- End date of employment
- Information about possible partnership
- Information about accident insurance class
- The percentage of the accident insurance in salary slips
- Information about trade union
It is important to know which employee has been in a specific construction site. The information could be gathered by dimensioning salary slips and then fetching the information by using Procountor's reports.
Dimensioning salary slips
Salary slips can be dimensioned in Payroll > Salary slip search choose a salary slip that will be dimensioned and click Go to > Dimensions.
Dimensions can be set for whole receipts or more specifically to single transactions. A single receipt or transaction can include various different dimensions. If the whole salary slip will be dimensioned with the same dimension use Set receipt dimensions button and if only the rows of the slip will be dimensioned click Set transaction dimensions button. When salary slips have been dimensioned the Accounting reports can be run by using the specific dimension. After the report has been run the information can be gathered to the construction reporting and the reporting can be made in another software.
