A new feature for sending tax returns to the Tax Administration through ApitamoPKI interface was released in Procountor’s version update of October 2020 (on Saturday the 17th of October, 2020). This interface replaces the earlier used interface that is based on Katso service, which will be closed on 31.8.2021 as support for the Katso service ends on that day. The new interface is the same interface that is used for sending notifications to the Incomes Register from the beginning of 2019:
An Incomes Register certificate is needed for the ApitamoPKI interface
To be able to use the ApitamoPKI interface, an active Incomes Register certificate is needed. The certificate has to be fetched from the online service of the Incomes Register. More detailed information for applying for an Incomes Register certificate can be found from this Procountor’s manual article and from this guide page of the Incomes Register.
- If an Incomes Register certificate has already been set to a Procountor environment, the implementation of sending tax returns (such as tax return for self-assessed taxes) through ApitamoPKI interface does not require any actions.
- However, if there is not an Incomes Register certificate, it has to be fetched from the online service of the Incomes Register with Suomi.fi authentication and it has to be added to a Procountor environment.
A certificate is needed for the company or the accounting office that uses software with a technical interface (such as Procountor) towards the authorities. Initialization of the interface can be only done by a person who has an authority to sign documents individually on behalf of the organization.
If the initialization is made by an accounting office or some other outsourcing partner, the accounting office or other outsourcing partner needs a valid mandate and authority to operate on behalf of the client(s). The accounting office or other outsourcing partner can use the same certificate with all their clients.
It is important to agree and coordinate the reporting practices between the different parties: does the organization itself take care of the tax reporting, or is the reporting outsourced to the accounting office of the organization? It is also important to note that the Incomes Register certificate expires in intervals of two years. Therefore, the certificate has to be renewed from time to time. Instructions for the renewal can be found here.
Choosing the right Incomes Register certificate
When a user is added to a Procountor environment with an active Incomes Register certificate, there is a Selected incomes register certificate setting in the Personal information and settings view. This selection is used to determine which organization’s certificate is used by the particular user:
Example 1:
- The user sends notifications from a Procountor environment named Company X. This environment has an active Incomes Register certificate of this particular company. The user chooses Current environment’s certificate or Company X from the Selected incomes register certificate setting in the Personal information and settings view.
Example 2:
- The user sends notifications of Company X using the Incomes Register certificate of the company’s accounting office, Office 123. The user chooses Office 123 from the Selected incomes register certificate setting in the Personal information and settings view.
Sending tax returns with the ApitamoPKI interface
The ApitamoPKI interface can be used to send the following tax returns to the Tax Administration (previously these tax returns have been sent through the interface based on the Katso service):
- Tax return for self-assessed taxes
- Income tax return (5, 6B, 6C)
- VAT EU recapitulative statement
When sending these tax returns the sending is made through the ApitamoPKI interface.
In addition to the above-mentioned tax returns, the direct transfer of withholding tax details is made with the ApitamoPKI interface in the future.
The old interface based on the Katso service
Katso service can't anymore be used for the sending of tax returns.
ApitamoPKI-based replacement for the Katso global send tool is called Tax administration mass sending.
